Qingdao Opens 83 New Test Roads for Low-Speed Unmanned Vehicles

Over 1,200 Unmanned Vehicles Now Testing on Roads City-wide

Qingdao Daily/Guanhai News – The Qingdao Municipal Joint Working Group for Intelligent Connected Vehicle Road Testing and Demonstration Application recently released the "Directory of Open Test Roads for Low-Speed Unmanned Vehicles (First Batch, 2025)". This initiative makes available 83 new roads for both road testing and commercial demonstration of these vehicles.

The newly opened roads include 22 in Shibei District, 13 in Licang District, 4 in Laoshan District, 10 in Jimo District, 8 in the West Coast New Area, 13 in Jiaozhou City, 6 in Pingdu City, and 7 in Laixi City.
Entities meeting the requirements outlined in the "Detailed Implementation Rules for the Management of Road Testing and Commercial Demonstration of Low-Speed Unmanned Vehicles in Qingdao (Trial)" may now apply to the Municipal Joint Working Group to use selected roads from this directory. Applicants are instructed to avoid operating during morning and evening rush hours and other unsuitable periods.
With this latest addition, Qingdao now has over 200 roads available for the testing and commercial demonstration of low-speed unmanned vehicles. To date, the city has greenlit more than 1,200 such vehicles for road tests, concentrated in two main application scenarios: autonomous delivery and sanitation.
