Targeting "China Wellness Bay": Qingdao's Silver Economy Projects Take Shape

Recently, the exterior construction of the Lingzhushan Care Center—a social welfare facility project in Qingdao West Coast New Area—was fully completed, marking the project's official transition from the main structural construction phase to the supporting facilities improvement stage. As a hotspot city for developing wellness and elderly care industries, Qingdao has taken another step forward toward its "China Wellness Bay" goal with the advancement of this silver economy project.


As a coastal city, Qingdao's landscape pattern integrating mountains, sea, and urban areas provides an excellent environmental foundation for developing residential wellness tourism. Meanwhile, its temperate monsoon climate, significantly moderated by oceanic influences, brings cool summers and mild winters with distinct four seasons—regarded as one of the core elements making Qingdao suitable for recuperation and living. Additionally, the completion and opening of the University of Health and Rehabilitation Sciences—China's first new research-oriented university in the rehabilitation field—provides strong innovation momentum and a high-level industry-university-research platform for Qingdao's wellness industry development. Based on these advantages, Qingdao has established "China Wellness Bay" as a top-priority strategic goal.


Since 2024, "China Wellness Bay" has been written into the Qingdao Municipal Government Work Report for two consecutive years. Evolving from "actively building" to "accelerating construction," the initiative has become a development strategy at the municipal level. In 2025, Qingdao introduced the "Three-Year Action Plan for Accelerating the Construction of 'China Wellness Bay' (2025-2027)," proposing the vision of building a "Mountain-Sea Wellness Famous City, Vibrant Healthy Bay Area." The plan clearly states that by 2027, the city's life and health industry scale will reach 100 billion yuan, basically establishing itself as a high-quality healthy living destination, an innovation highland for rehabilitation industry-education integration, and an international wellness tourism destination.
