Qingdao has recently issued 20 measures under the Action Plan for Further Improving the Comprehensive Service System of the "Overseas Qingdao", which builds a professional overseas comprehensive service ecosystem from multiple dimensions, empowering local enterprises to pursue high-quality global expansion.
As a coastal open city, Qingdao boasts solid foreign economic and trade foundations. By the end of 2025, the city had 774 operational outbound investment projects overseas, with its stock of outbound investment exceeding USD 10 billion. Its business presence spans 116 countries and regions across the globe. The city has already put in place the "1+3+N" comprehensive overseas service system. The newly released 20 measures innovatively form a closed-loop service system consisting of 19 key tasks and one supporting mechanism, filling service gaps throughout every stage of enterprises’ overseas expansion.
Upgrade Service Platforms to Build a Core Hub for Global Business
Online, Qingdao will upgrade the "Qingdao Enterprises Going Global" Comprehensive Service Platform to integrate policy consultation, risk early warning, financing and insurance services. Offline, two major service hubs, Qingdao Pilot Free Trade Zone and the China-SCO Local Economic and Trade Cooperation Demonstration Area, will gather relevant government departments and professional institutions to deliver one-stop cross-border services. Meanwhile, the city will optimize digital filing procedures for outbound investment and plan to set up a dedicated service zone for enterprises going global at the Qingdao Citizen Center to improve administrative service efficiency.
Expand Global Service Networks to Reach the Last Mile of Overseas Support
Qingdao plans to develop around 20 overseas comprehensive service centers in batches and upgrade the investment promotion, talent introduction and trade expansion functions of its seven overseas industrial and commercial centers. It will support overseas economic and trade cooperation zones in Pakistan, South Africa, Cambodia and other areas in improving processing and warehousing facilities. This will boost exports of intermediate industrial goods and connect the final end of overseas services.
Deliver Targeted Empowering Services to Consolidate Support for Overseas Development
The city will support enterprises in setting up overseas sales networks and public overseas warehouses, host promotional events for premium Qingdao foreign trade products, and strengthen industrial clusters of home appliances and tires. It will further advance the multimodal transport pilot program in the China-SCO Local Economic and Trade Cooperation Demonstration Area to boost the efficiency of cross-border logistics. Meanwhile, authorities will launch legal service stations for enterprises expanding overseas and guidance platforms for overseas intellectual property rights protection, polish the brand of "Tax Connect @ Qingdao", and establish a cross-border financing service mechanism. More than 20 overseas training academies and workshops will be built in key overseas countries, which will cooperate with the China-SCO Institute of Economics and Trade to provide internationally competent professional personnel for enterprises.
